Abstract: The trend of the dual government system under the guidance of political thinking tends to highlight the difference between the law of evil and the ordinary system of sexual reorganization, and emphasize the judgment value of the government, especially the government’s rule, and emphasize the determination and sexual influence of the law of shaping the political order. Since modern times, China’s traditional political system has been introduced into the model types of specialized political institutions, and has received a more deficient comment. As a political example, “Tongdian” shows that China’s tradition emphasizes the compatibility of ancient and modern times and systematic integration of the system, and at the same time, it is consistent with the principles of statehood, and the system has evolved and left the common and contracted in these three aspects. Based on the external transformation path of political system tradition, the governance theory provides a more appropriate framework for thinking, and reminds us of why the system is well-versed and evolved into a classical and modern inspiration through perspectives such as the system. This is conducive to us to understand the characteristics and modern revelation of the national management tradition.

The contemporary denomination of the modernization of the national management system and management talents not only requires us to pay attention to the experience and teaching of the modernization of the East for centuries, but also requires us to carefully sort out our own national management tradition. The modernization of national management is an important concern, so the political system tradition of national management should undoubtedly gain more attention. In the historical accumulation of political system tradition, world literature such as “three links” and “nine links” provide long-term analysis and vision, which is conducive to our assessment and distinction between ancient and modern times. This article strives to reflect on the political thinking and dual political system shaped by modern Western learning, and explores the connotation and revelation of the Chinese political system tradition through the governance theory perspective changed from historical evolution. Clearly confirming the national management mechanism represented by the political system tradition is an intellectual starting point to explore the needs of modernization of national management.

The dual political system and the “Tongdian” as an example of political books

 

Since modern transformation, the academic community has often learned Chinese traditional politics to a specialist type based on the political paradigm. Based on this, Mou Zongsan made a conceptual improvement on China’s traditional politics and put forward the arguments of lack of political path and the development of governance path. [1] In Mou Zongsan’s view, China’s traditional politics lacks the “first-central system” that changes political power in an orderly manner, thus producing governance power and characterized by written laws. This situation is also reflected in the study of “Tongdian”. Generally speaking, “Tongdian” is an example of Chinese traditional political books, [4] is the first general history of the statutes and rules in our history. [5] Liang Qichao, a representative figure of the new history, confirmed that Du You was one of the six people who “had a little creative talent for historians over the past two thousand years”.
